In 1812 AD, Muhammad Ali Pasha set about establishing a number of Waterwheels to provide water to the palace and palace gardens.
The palace was built in several stages. Its construction lasted about 13 years, beginning from 1808 AD until 1821 AD, and Saraya al-Jabalaya was added to it later in 1836 AD, which is a rectangular area with dimensions of 76.5 meters x 88.5 meters as it consists of one floor and opens with the middle of its ribs four pivotal doors leading each door A shed and each corner of the building occupies a room that protrudes from the facade as if it is a tower and in the middle of the building is a basin in the middle of a fountain lower than the floor of the building.
